Frankfurt, January 2025 – The European Commission asked the Member States (MS) about their needs for declared U-values of windows by presenting 5 options to choose from. EuroWindoor evaluated the proposals and emphasizes the importance of balancing legislative goals with practicality, cost-effectiveness and industry fairness.
Due to the new Construction Products Regulation (CPR), MS can no longer impose requirements on essential characteristics that cannot be verified by a Declaration of Performance and Conformity (DoPC). During the Technical Acquis process for windows, the Commission identified that some MS are requesting voluntary provided U-values for actual window sizes outside of the DoP of the window manufacturer which would no longer meet the requirements of the new CPR. To address this the Commission is evaluating different options for the assessment of thermal transmittance of windows based on reference size or real size.
EuroWindoor appreciates the Commission’s proactive approach, but warns that the proposed options present challenges, particularly for SMEs and Notified Bodies. The Commission’s focus on size scaling overlooks the complexities of numerous configurations of similar windows. EuroWindoor underlines that required proofs should not have to be more precise than necessary.
To lessen the burden of SME and Notified Bodies EuroWindoor considers acceptable Option 1 (Reference sizes only) and Option 5 (Reference sizes and performance of components) if concerns about adaptability and feasibility are addressed. EuroWindoor urges policymakers to adopt solutions that reflect simplicity and cost-consciousness, ensuring the regulation remains practical while supporting the construction sector’s sustainability goals.
